FREDERICTON – Today, Green Party Leader and MLA for Fredericton South David Coon, as well as Green Health Critic and MLA for Memramcook-Tantramar Megan Mitton, responded to the report from ombud Charles Murray that describes the investigation into the treatment of patients at the Restigouche Health Centre (RHC).
The report details the grave shortcomings in the care provided to patients at the Restigouche Hospital Centre. It concludes that in multiple cases, there has been significant mistreatment of RHC patients and that with the existing staff, the institution cannot provide the entire range of mental health services it has been mandated.
“The systemic failure of care and treatment at the Restigouche Hospital Centre for some of the most vulnerable people in our province requires an immediate response from the provincial government,” David Coon said.
Despite the personal sacrifice of some dedicated staff to try to provide their patients with care, the Restigouche hospital has essentially been warehousing patients, failing to meet the minimum standards of care for a mental health institution, according to the ombud.
“The Premier must ensure the upcoming budget contains the additional money required by the Regional Health Authorities to accommodate those patients who will be moved out of the Restigouche hospital as its mandate is reduced to one that is realistic and consistent with its staffing levels,” said Coon.
Construction of a youth mental health facility adjacent to the RHC is currently underway. The ombud recommends that they relocate this facility.
“Based on the findings of the report, the youth facility needs to be relocated to an area where it can be fully staffed by medical professionals who specialize in caring for children and youth with complex mental health needs,” Megan Mitton said.

Fredericton – Aujourd’hui, David Coon, le chef du Parti Vert et député de Fredericton-Sud ainsi que la critique Vert de la Santé et députée de Memramcook-Tantramar, Megan Mitton ont réagi au rapport d’enquête de l’ombud Charles Murray portant sur le traitement des patients du Centre hospitalier Restigouche(CHR).
Le rapport fait état de graves lacunes dans les soins prodigués et note de la maltraitance importante dans plusieurs cas. Il conclut qu’avec les ressources en personnel présentement disponibles, l’institution est incapable de fournir l’ensemble des services en santé mentale qui lui ont été confiées.
« L’incapacité du système du Centre hospitalier Restigouche de fournir des soins et des traitements à des personnes parmi les plus vulnérables de notre province requiert une action immédiate de la part du gouvernement provincial » a déclaré David Coon.
Selon l’ombud, en dépit des sacrifices consentis par un personnel dévoué afin de fournir des soins adéquats à leurs patients, pour l’essentiel le Centre hospitalier Restigouche s’est limité à enfermer les patients et il ne satisfait pas les normes minimales applicables aux institutions de santé mentale.
« Le Premier ministre doit s’assurer d’inclure dans le prochain budget les fonds additionnels requis par les régies régionales de la santé pour prendre en charge les patients qui recevront leur congé du Centre Restigouche dans l’effort de celui-ci de limiter son mandat à un niveau réaliste et adapté aux ressources disponibles en personnel » ajoute David Coon.
Un centre de santé mentale pour les jeunes adjacents au CHR est présentement en construction. L’ombud recommande sa relocalisation.
« Selon les conclusions du rapport, le centre pour les jeunes doit être relocalisé dans une région où il aura plein accès à des professionnels de la santé spécialisés dans les soins des enfants et des jeunes qui ont des besoins spéciaux en santé mentale » selon Megan Mitton.
